Mandatory BIS Certification for footwear manufacturers

The Department of Industry and Trade Promotion, Ministry of Commerce, in consultation with the Bureau of Indian Standards, has determined that it is necessary in the public interest and has issued an order making the use of the ISI mark mandatory for footwear from August 1, 2024.

BIS (Institute of Indian Standards) certification for footwear is a mandatory quality certification scheme in India. It ensures that footwear meets certain Indian standards of safety, quality and performance. This certification is legally required for the manufacture, import, sale and storage of various types of footwear in India. BIS certification for footwear process typically involves identifying relevant Indian standards, creating an online account, submitting an application with necessary details (including factory information and manufacturing process), conducting factory inspections, sample testing, and finally obtaining a BIS license.

BIS certification provides a third-party assurance of product quality, safety and reliability, enhancing consumer confidence and facilitating market access. It applies to various types of footwear including leather, synthetic, athletic and safety shoes. Foreign manufacturers can also obtain a BIS License for footwear through the Foreign Manufacturers Certification Scheme (FMCS).
